The project explores the engendering of a civic cultural space via three discrete buildings—a public art center, library and market. Together, the three structures frame a sunken plaza for community events: movie nights, concerts, picnics, lectures, and public gatherings; in winter, the plaza is flooded to create an outdoor skating rink. The art center’s cantilevered upper stories create an gateway into this large, public outdoor “room.”
